When I try to run the GECK it says "libvorbis.dll is not found, re-installing the GECK may fix this."
I have re-installed it repeatedly, but there is still no change. Also if i look in my folder libvorbis.dll IS there...

You need to install the GECK INTO the Fallout 3 folder.
