I would suggest delete every skyrim file from your HDD. (install data + save files + DLC's if you have them)
Turn it off completely...(turn of the switch from 1 to 0 behind the console, if you console has one), and after that pull your power cord out behind the console.
wait 15 minutes.
Power on your PS3 again, and install only the game from the disc without the patch and without the DLC's. (so keep your router off, or just pull out the UTP cable behind your console)
Start the game with a new character and leave it alone to do all the wagon conversation until the part you build you race character !!!!

Inform us what happens !!!!!
If it works, just make your race, and save manually whenever you get a chance.
Then exit the game completely and let it update to the latest patch turning your router on, or connecting your UTP cable behind your PS3.
Then you can download your DLC's as well if you have bought them. (Don't download them in the background and don't do anything funny with your console.)
After that start skyrim again load your manually save, and disable from in-game options all the automatic saves (like save on rest - save on wait and so on....).

There is no solution for this (it happens or it doesn't), there are only some steps - fixing either way a corrupt installation or HDD problems.

Dude, don't uninstall any of your games. There is nothing wrong with your PS3 and you have lots of space in your HDD.
Try again from the beginning. Delete everything Skyrim related. Put the disc on and let it go through the normal install process. Wait to the starting screen with the Skyrim logo, new game option and all that. Now, check your HDD light on your PS3 (the orange one) it should be on. Wait a few minutes until it stops flashing, that means the installation is finished, for real this time. If you have the DLCs, now it would be a good time as any to quit the game and download and install them. My advice would be to leave them downloading in the background, go to turn off the ps3, a message should ask you if you want to turn off the PS3 after downloading, after that the DLCs will install and the PS3 will turn off while you go make a sandwich.
Start a new game. If you like check the install before starting in the game data utility folder. It should be near 5gb without DLC and near 7 with all of the DLC. One thing to point out. Due to a bug you may not be able to save, so while in the cart ride, press start, go to settings and check that the options to save are not greyed out. If they are, click on gameplay, audio or display and then press circle to go back. It should save the settings even if you did not change anything. That should fix that.

The game installed completely? 4.7GB? After the initial install (the one with the green progress bar) the game does the rest of the install in the background. Leave it at the opening screen where the new game, setting, addons is until the HDD light stops blinking to be safe. This process usually happens during the cart ride and character creation. If it still does it, maybe you got a faulty disc? Is the game new or used? Exchange it for another one.
