Previously made the thread in the link above about freezing issues and stuff in Fallout 3. Also got the solution I wanted, except I don't know what the 'configuration parameters' are.
So what are they?

Open the Fallout.ini file in your My Documents\My Games\Fallout 3 folder using Notepad.
Do a search for the string [general] (search option is in the Edit menu of Notepad).
The block of code below the [general] line is the "configuration parameters" you're asking about. Copy and paste these lines at the end of that block -
bUseThreadedAI=1
iNumHWThreads=2
Save the file and try the game out.
