Are they both totalitarianistic societies? Other than technology and their view on technology, any similarities and differences between them?

They are both sick twisted organizations with a view of their "good ole days" are so massively rose-tinted that they are a peril to the rest of the wasteland.

I remember a quote in a novel set in the BattleTech universe. It more or less was "The dreams of the mad are the nightmares of the sane." Said by Precentor-Martial Focht right before he drills a bullet into the back of Primus Waterley's head IIRC (And Waterley was a hokerr too for those not familiar with the BTverse). The quote is apt for both the Enclave and Edward Sallow's Megalomania.
