NPC packages seem only seem to work arbitrarily

Hi everyone,

I've just finished creating the AI-packages for a village I built. The NPCs all have their packages assigned, and around 8 PM, 70% percent of them should be in the tavern. However, each time I enter the tavern (be it by setting the gamehour in the main menu and then coc'ing myself into the tavern cell or by entering it through the village itself), only one, or maximum two of the NPCs that should be there are actually there. The rest is just somewhere else.

I tried following the NPCs once. I set all their "go to tavern" packages to different times (ergo NPC a leaves for the tavern at 9:50, and the other one at 8 sharp) to avoid them getting tangled up in front of the entrance, but once their packages fire they all start moving to the tavern but simply stop at one point to turn around and do something else.

I can't imagine that this is the problem. Shouldn't the packages be automatically set up if I enter the cell from the main menu at the correct time? Any ideas maybe?
