Can someone elaborate on the UESP?

I am trying to encounter NPCs at their highest levels and have been using the UESP as a guide when to enter their cells but one thing confuses me.

I dont understand what the stats mean, I'll use Beem-Ja as an example (below). Does the Level mean 30 is the highest level Beem-Ja levels to when I meet him when I'm level 30 (and higher)?

What does the x10 mean in the Health stat?

I Guess he will be 20% above your level then you encounter him, lower level is 5 highest is 30 so he will not be past 30 even if you is level 50, if you are level 2 he will be level 5. if you is level 10 he will be 12.

The health part is a bit confusing, it look like they uses your level as base not his, he will have 50 base health and 10 more for each of his level, magic is 150+ 6 for each of his levels.

I think the x10 means they have x10 the health according to your/their level, but I could be wrong.

Yes, this seems more or less correct, just going by the UESP information.

So, for example, suppose you are level 14. Then the enemy's health is 50 + (14 - 1.2)*10 = 178; magicka is 150 + (14 - 1.2)*6 = 226.8; stamina is 40 + (14 - 1.2)*2 = 65.6.

In general, enemies are assigned a base amount of health, magicka, and stamina---in this case, it's 50, 150, and 40, respectively. Furthermore, enemies' stats also increase as you level up. In particular, they increase in health, magicka and stamina, in amounts proportional to your level (or, rather, your level - 1.2)---in this case, it's *10, *6, and *2, respectively. So, as Who Iz Asian says, the way enemy stats are calculated is basically: Base Amount + X*Your Level, where X is the constant of proportionality.
