Can't seem to locate the shrine of valor. I could use some direction. Is there a charm or spell I can purchase, I keep runnung out of breath? Tkhanks

The shrine is right inside the door
You must have walked right past it without seeing it.

No need for breath, the Koal Cave shrine is completely above water. South of Gnisis on the shore line. (south slope)

Plenty of Water Breathing spells can be found in game.

I'm actually surprised. UESP seems to be saying there are no generic water breathing trinkets available. Is that truly the case? I could have sworn something existed..

Just eat Luminous Russula while you're diving. You can harvest it all over the Bitter Coast.
