Starfire NPCs night time spawns hostile?

Are Starfire's night time NPCs supposed to be hostile? The reason I asked is that I had been playing with Starfire's NPC mod and had not seen any hostile spawns. Then I added a few new mods to my load order. RoHT, Random Passive Cliffracers and the MGE XE crosshair ownership indicator, none of which should affect spawns of random NPCs in cities. Since then, I have gotten several hostile spawns in Balmora. I am wondering whether there is some type of conflict going on here, or whether it is normal for Starfire's spawns to be hostile.

The reademe says:

"night time spawns

fence (60% chance they won't spawn)
vampire outcast (98% chance they won't spawn)
dark brotherhood assassin (94% chance they won't spawn)
morag tong assassin (90% chance they won't spawn)
thief (30% chance they won't spawn)
nightblade (20% chance they won't spawn)
rogue (20% chance they won't spawn)"

But the readme does not specify whether these will be hostile. I was under the impression from Povuholo's comment in his recommended mod list thread that MCA spawns would include hostile spawns but Starfires' would not. The hostile spawns are annoying because sometimes the guard gets confused and slaps a bounty on you for defending yourself.

I've come across several assassins, thieves and rogues in Starfire's mod, and they certainly weren't hostile aside from some rude dialogue. I doubt a nightblade or a fence would be hostile. Vampire outcast, possibly. Come to think of it I haven't seen any hostile NPCs from that mod in this playthrough, not even bandits (which I think can spawn out in the wilderness, but not in cities).

In the past I definitely remember being attacked by NPCs in Ald'ruhn while using that mod, but I didn't use any of the mods you added.

EDIT: Hang on, I definitely remember being attacked in the wilderness by NPCs, although the mod doesn't mention anything about bandits.

I've been attacked by assassins near Pelagiad with this mod when I was trying it out for a few days. Some of the night time spawns are definitely hostile.
