In my current playthrough, I decided to have the Khans launch a suicide attack against the Legion. However, during my time in Freeside, I got random comments saying that the Khans were crazy for attacking Hoover Dam even though I haven't even been to Vegas yet. Guess this is another example of some post-game content that wasn't fully removed just like Moore's dialogue during the NCR version of the Second Battle.
