I won the war for Ulfric. Now I'm at the part where I am suppose to summon a dragon for capture and question. From what I'm reading this quest will not advance if the Jarl isn't there. The dragon just keeps circling the palace but never lands or gets close enough to shoot. But the new Jarl lives with the companions and doesn't seem to want to get off his duffy and go to the palace. Any help?
