Is there a utility that allows one to export characters stats and journal ?

If you are attempting to roll a character that has already accomplished game content, then just stop right now. The Journal is only a part of the quest progression. There are status flags, status conditions, script conditions, and a few other things that go into telling the game engine just what has been accomplished by a character. Journal entries without all that other stuff will just result in a broken game.

Instead, use the console to buff up the Attributes and Skills of the character you want to create and replay the content.

I think CCNA is implying that if you do this with the intention of creating a new character and getting him to the same 'spot' as the original character, that it is not going to work.

As for the question itself, sorry don't know. I know you can get the PC level via Wrye Bash, perhaps there's a possibility to accomplish what you intend as well, however, someone more knowledgeable should clarify on that.

I guess what I want is a utility that can read a save file and present the relevant character data & stats & quests progress in a text file.

This would be very useful for people who keep saves from multiple characters.
