When I put the game into the computer, nothing comes up. Then when I got to "programs click on computer, then click install, it comes up and my options are, "Play, Options, Data FIles, Tech Support, Exit." Then when I click Play, I get

You don't need to sign in or create an account, you just need to have the software installed on your computer. The version that originally shipped with Fallout 3 is outdated and no longer works.
