I need charcoal to make steel ingots and make steel bolts for my crossbow. I cannot find it for sale anywhere.Can any tell me how I can get an ample supply for my crafting ?

Charcoal is needed to make Steel Ingots? You sure you don't mean Corundum?
Charcoal has no usefulness in the game in smithing anything at a forge.
Unless hes using a mod that changes that.
It may be sold by armourers or general merchants.
3 places where it is certain to be found in some quantity are Calcelmo's Tower in Markarth, Frostflow Lighthouse and Skuldafn Temple which have 13, 6 and 5 pieces respectively.
If you're using the Complete Crafting Overhaul mod you can use a smelter to turn firewood into charcoal.
I did this when the game first came out, collecting charcoal for steel because it made perfect sense, only to realise I had wasted my time. Totally understandable mistake, unlike not realising the sprint button works on horses for ages.
If your using the requiem mod then you can use firewood to make charcoal at smelters.

There is enough Charcoal in that area to 'pop a cap' in every Foresworn in The Reach.

Used in the creation of Conjure Atronach scrolls is about all, AFAIK.
In the Thieves Guild quest
its needed to complete one of the quests but other than that just being there is its only purpose in the unmodded game.
