Ulfric because of the Thu'um as well as having Legion history.

Even I have to agree that Ulfric would win. I don't understand why others pick Balgruuf over him besides him being likeable and such. Ulfric has experience. Now without the Thu'um, he would still likely win..

In lore, Ulfric would win with the Thu'um.

But if you'e noticed he only uses disarm in battle and bulgruf is too powerful for that shout...

He uses both in battle actually. What makes you think Balgruuf is too powerful for it?

His top level is 30:

I've seen him use U-Force in my playthroughs when we would take Solitude.

However...gameplay wise, Ulfric can't beat a single Whiterun Guard. You can't imagine how difficult it was getting him to High Hrothgar during Season Unending.

I think Ulfric is also stuck at level 6 IIRC.

Seriously the only Jarls that could probably beat Ulfric are Vignar, Brina Merilis and Thongvar Silver-blood.
