When discussing Bryan Wilks with Vera I noticed that I cannot save or fast travel without instant CTD. Is this glitch common through out the game? What other quest npcs suffer this? I even togglescripts to no availe. I cannot procede with this quest and if this is prevalent throughout the game, then I might as well delete it.

That is not a common glitch, nor is it prevalent throughout the game at all. In fact, it sure sounds like a mod conflict to me. Please post your load order even though you don't run any mods that affect dialogue.
