I'm level 81 and have Dragonborn and Dawnguard installed. The Ebony Warrior just doesn't seem to appear in any of the cities I go to. He has appeared for other characters who were at the required level. Anyone got any ideas or similar experiences?

Go to Whiterun. If you do not see him at first, go into a merchant store, and come back out.
