Hearthfire cellar shrines not appearing. : V

I got all the materials needed to craft the shrines and used the workbench to do so. The materials were consumed but no shrines appear. This happens in Heljarchen hall. Is there a console command I can use to set them up that I'm just not seeing?

Do you have any mod's installed related to crafting or something like that ????
