I was trying to shoot something, and my arrow would've hit. But it entered kill cam mode and never showed me shooting the arrow. When it eventually ended, my bow was stuck in its drawn back form. it wouldnt fire. and then the guy i was trying to shoot killed me.

How do I stop that from ever, ever happening again? Because WTF.

Download a mod that modifies the kill cams. There are literally dozens of them now.

That happened to me twice before, It was like my character was frozen in place and all I could do was screem "NO, MOVE DAMN YOU, MOVE"

since you're on PC, download some mods to stop the kill cams
