I can't enchant abilities or powers into his armor,blade or mask.Any ideas of how to do so???A mod or a tweak through ini to at least change their armor rating and damage? Only the mask,armor and blade.Not others.

Which mod are you using? You probably need to ask the mod author about this on his/her Nexus or Workshop page.

The mod is called:Lord protector's set.And the biggest issue is I CANT FIND THE ONE WHO RELEASED IT!!! I found it in some dropbox website.Cant post the link tho.

As a general rule, you really shouldn't use mods from sources like that, unless you know the mod author. You should only use mods from established sources like the Nexus, Steam Workshop, Planet Elder Scrolls, TES Alliance, etc. For one thing, if it's a direct port of resources from Dishonored to Skyrim, it's a violation of both games' EULAs to release it as a mod.

My guess is that the modder didn't make the items enchantable or improvable. If you can't reach the author, you'd probably have to open the file in the Creation Kit and enable those functions there, as well as to edit armor/damage ratings and such.
