Issue with the "populated" mods and Interesting NPCs

So, I am having an issue with the "Populated cities, towns, forts, roads, etc" and the Interesting NPCs mod. Skyrim just won't load. My game starts fine without those installed, but when I install all 4 of them Skyrim decides it doesn't want to load. It just sits at a black screen and doesn't do anything. I hope someone here could help me out, it would be really nice if that was possible.

Is it only happening to exterior cells i.e. outdoor? If so, try search Nexus for "safety Load".

I've tried 2 of Relliosavini's mods... PLRP, and PCTV. Both caused some serious issues in my game. I would recommend giving him some time to work out the kinks.

There are other mods that do the same thing that I have found to be more stable:

http://www.nexusmods.com/skyrim/mods/12977/? - Adds random encounters on the roads and open areas outside of the cities... quite a few options available.

http://www.nexusmods.com/skyrim/mods/36334/? - Populates the cities with quite a few "generic" NPCs.

I even tried running PCTV with the 50% Redux esp... but there were some places where my FPS would drop down into the single digits...

And PLRP is still being updated almost every other day... When I tried it, I was unable to trade with any of the merchants, hire any mercs, and the horses pushed the hunters around like snowplows.

They have awesome potential, but I want to see more positive feedback on them before I try them again or recommend them to anyone else.

how do you know its those mods?

what's your comp specs? how many mods are you using?

what programs are you using to sort and clean?

I know its these mods because its on a fresh save, using Mod organizer, Computer specs are well beyond the recommended requirements.
