Yes... because it's a DLC spell

You need the Dragonborn DLC

Then you can buy the spell from the NPC (Talvas Fathryon)

Because I swear I read somewhere that you can only access the DB DLC after a certain MQ quest.

You can only start the Dragonborn Questline after horn of Jurgen Windcaller. Solstheim itself can be reached right after Helgen, just go to Windhelm docks and find the right boat. 250 gold fare.
