Bored? Fix me. :d

Heya, I'm kind of new to the whole thread thing so I'll get right to it, if you're bored maybe you could suggest some things to help optimize my "rig" I should note that out of the box almost exactly a year ago this ran games such as Skyrim and Far Cry 3 just fine, Only now I get nearly unplayable framerates (with vanilla Skyrim, no mods) Just recently I tried to play a new game "7 Days to Die" only to find it was also lag city :/ With my limited knowledge I know that I don't have the greatest setup but it's not a total toaster, or atleast it didn't used to be, Here's the Specs. Any opinions would be GREAT.
Btw.. I didn't know where to post, so yeah. If it's a problem just delete the thread and I'll look elsewhere for help I suppose, Thank you. :happy:
Note - The only way I could get acceptable framerates was installing FPS Limiter Mod, and that only worked for exploring. (Once mages started to blow [censored] up, my fps would plummet ofcourse)
(What's interesting about this is.. it isn't like I have amazing FPS spikes without it, like say 20 - 90 fps while standing, it just fluctuates between 30-50 without the FPS Limiter.)
I kind of feel like I can't get any game including Skyrim to utilize my pc correctly =/

New info
(disregarding the days when I could
play it flawlessly and the other games I could/can play on High or Ultra
settings not to mention is falls under an "Excellent Performance" listing
with Nvidia and this card..and Skyrim auto-detects on High)..
My theory is Skyrim isn't using it's 4gigs of RAM that it's alotted
as my CPU usage while it's running seems too low, does anyone know a way to test this?
1. There was a glaring issue of pop-in textures for a moment there, like
full citys not being rendered until I got within swords length regardless of view distance settings.
2. I did recently do a fresh install with no mods because I was experiencing
a CTD with no warnings/non respondings way too frequent which actually
led me to beleive it could be Temperature.. but I checked it and it seemed fine.
Haven't tested if I still had those CTDs on the Vanilla Skyrim...because
i'd have to play it.. vanilla..
3. Why would the Fps limiter increase performance if it was a GFX issue?
Yep.. Be here all day folks. ^_^
