I'm RPing a new character, and basically she's on the run. She can't go into any cities because she has a bounty on her head. If a guard sees her they'll probably attack.

Is there a console command that'll make guards hostile? Or at least run over to me to arrest me if I get too close?

Why do you not just attack one of the guards out walking the road. That will give you a bounty.

If you're on pc, you can use the console to put an absurd bounty on your head.

The mod Alternate Start - Live Another Life offers the option to start as an outlaw in the wilds, and you'll have a 500 gold bounty on your head from the get-go (not sure if that's in every hold). The bandit group you start with remains friendly, but other bandits will still be hostile.

I've used that one too, the guards don't get hostile when the see you though.

turn into a werewolf in front of a gaurd and you'll get 1000 septim bounty on ypur head.

Yeah this is correct. I actually did use Live another Life and I automatically had a 500 gold bounty in the Rift.

I can usually ignore the sweetroll remark, but I like walking a little ways past them, pulling my bow, and shooting them in the knee.

Yes a quick Skyforge war axe in a legion guards forehead should do the trick quite nicely I think!

I think the OP wants to role play as a fugitive, not a guard smacking anarchist becoming a fugitive. Console is a good option. Another option is a 'set-up period' before you start the actual role. In this case a quick carriage tour to generate the bounties that isn't part of the actual play through. I use a set-up when I play a character that isn't going to participate in the main quest but I want to have dragons in the game. I just do enough to get the dragons unlocked, go to the appropriate starting point, and start from there.

Simply have your character transform into a werewolf just inside the city limits Sir.

Or in proximity to a city guard patrol.

Bang 1000 bounty right there.

It's one reason to be on the run/shun civilisation.
