perk conditions not working, but they do in a script

I moved this feature I am working on from a WORKING script to a perk.

But the perk conditions will not work as they should.

The perk conditions GetHeadingAngle for "MyMarkerRef" and GetInSameCell are not reporting that the marker is anywhere near the player.

However they DO report as they should in a script using the same corresponding script commands.

Anyone have any idea why this might be?

I even tried changing the marker from a static to an actor (A fish that starts in a hidden cell) but the perk still will not report correctly. This marker is moved to the attacker using a onhit script on the player.

If I remove the GetHeading and GetInSameCell conditions the perk works fine.

I tried using ONLY GetInSameCell to be sure I was not just getting my angles wrong. But it still will not work.
