Well my bags are full and I cannot drop anything .. unless I am attempting to drop when im not allowed to.. can someone please explain how to drop

Open your inventory, find an item you want to drop, put your cursor over it, and press "R". That should drop it. (provided you are on PC.)

You might have accidentally set the R key to something else, or that action key to something else. Have you tried setting your keys back to standard?

Did you remap the draw/sheath weapons key? That's what the R key is as default
