Fallout: NV crashes after 30 seconds

I just bought Fallout: NV on the Steam sale because I've heard a lot of good things about it, and I enjoy the Elder Scrolls-games. I stayed up all night, waiting for the game to download. And when it finally finished, and I started it up, the ??????? game crashed to desktop.
"FalloutNV.exe has stopped working", is the message I get as the Bethesda splash screen appears. And then it crashes.
Obviously, I get ????ed of, and do what normally works for me, which is setting it to compitability mode for Windows XP SP3 and running it as admin.
This does not work. The same CTD always occur. And so I search the internet for solutions.
I've tried..:
- Changing "bUseThreadedAI=1" and "iNumHWThreads=2" in Fallout_Default.ini and Fallout.ini, since I have a Quad-core CPU.
- Downloading that "d3d9.dll" file
The first thing did not work. The d3d9.dll-file however, made it possible for me to play the game for 30 seconds before it gave me the same CTD.
My specs are:
- Windows 8.1 Home Premium, 64 bit
- ASUS GTX770 DirectCU II OC @2047MB
- Intel Core i5 3570K @ 3,50Ghz
- 8GB Dual-channel DDR3 @686Mhz
Does anyone have a fix? I'm so ????ed off right now, I've spent hours trying to run this game :/
