I bought the Legendary edition of Skyrim and I've been playing for about 3 weeks now and I noticed that everything related to weapon improvement is bugged. Smithing perks doesn't work, neither fortify smithing gear or potions. Does anyone Know a way around this? If so, plz answer me. It's just impossible to play the game right now.

did you do the exploit loop method, if you did that might explain it if you did it to ultra high levels
