I wanted to know how to build a sneak character.

Like What should my specials be and my tag skills be?

Well, I guess you'd upgrade any perks that has anything to do with sneaking. Like, The Silent Running Perk, Thief and Tag!
For the Silent Running you need to be level 12, and have 6 in Agility. There's also a perk called Ninja, however you need your melee weapons on 80.

Other than that you can always use Stealth Boys, and if you have the DLC Operation: Anchorage there is an armor that cloaks you while sneaking.
