Reliable Dialogue initiation for followers.

Greetings, I have created a mod for caravans going between cities, however I am having extreme problems with my created characters speaking to me and go into dialogue option. It is a 90% chance they ignore me and 10% chance they speak to me.

I am out of my wits end.

In Fallout new vegas, I have a very reliable way of doing it by placing

setStage 0FollowerDialogueQuest 10 in the Greeting topic in the result script begin area, and for every dialogue topic I have, I have in the conditions

GetIsId NPC ==1 Run on subject.

I have done the same for my Skyrim mod, even other things like Quest Alias, Specific references, alias set to select forced reference.

This is not working, then I had going through using command prompt to create a SEQ file. That does not work either.

IS there a reliable way to get a created or spawn NPC follower to initiate dialogue option?
