It'd be kind of impossible since no faction has an arsenal capable of inflicting enough damage.

What about http://fallout.wikia.com/wiki/Fort_Constantine? If I recall correctly there's still active nukes in there with a launch pad, if any faction could go there, repair the launch pad to a functioning state and program the computer to shoot any desired target. Also the http://fallout.wikia.com/wiki/Mobile_Base_Crawler comes to mind.

I think with the NCR, it would only take one to cause a massive civil war.

Interesting prospect. I don't think anything on the magnitude of the first Great War would be possible. There's just not enough nukes left in the world.

However, it might be interesting to see a nice little mushroom cloud spouting out of the core region some day.

Oh, and you forgot the B.O.M.B.-002 that was supposed to have crashed into the Grand Canyon (VB). I think that has a few WMD's left in it. (and I think BOMB-001 is still in oribt in 2281).

I'd love if they bring "da B.O.M.B" back!

i'd be great if they did, at least on the West coast since it really doesn't feel like a post-apocalypse any more
B.O.M.B.-1 had 8 functional missiles onboard. depending on the type of missile and if it had a M.I.R.V. Payload, and the Yield of those warheads.. 8 missiles could take out anywhere from "most of California" to most settlements in the known wasteland, most ICBM's carry 3-5 MIRVs when In Multiple target mode so 1-3 missiles take out all of California and the rest can be used against the Mojave, Arizona, Chicago and the East coast

Eh... For the sake of keeping the post-apocalyptic feeling in the West, I just want political instability to happen. NCR collapse (or just diminishing to the capital) as well as a Legion collapse would do the trick. No formal road protection = lots of gangers. No doubt most of the cities would keep the same amount of order (I'm pretty sure they have a lot of autonomy even with NCR), but travel would be just as hazardous as Fallout 1-2 and some settlements could be taken over.
Nukes would be pretty damn superfluous.

Yes this, and it could be possible with 3 of the New Vegas endings. Since I'm rooting for House to be the canon ending though, its possible that after losing many men and being humilated at Hover Dam, the NCR government collapsed, thus returning to a "lawless state". I don't like political stability outside of fortifed towns and I'd rather not see the West become the "center of civilization" or something.
