Most atrocious act of the pre-war US govt ?

We all know the USA from the 2070s in Fallout was hardly good. What is the worst thing they did in your opinion?

I am torn between making people unwilling test subjects in the vault experiment, with some even closing way before the bombs fell, and chinese prisoners and chinese americans being placed in concentration camps like Turtledove and Little Yangtze.

You can learn inside Vault 112 that it was sealed 2 years or so before the bombs.

The construction ended before the Bombs. I am sure someone can provide an actual link. I checked the wikis and find no record of people going into the Vault years before the war.
