Could they recover?

When the world got obliterated it was an apocalypse. What I wonder is after the events of Fallout 3 with project purity, and the fact in NV there is running power, and in 1 and 2 there is the ncr.

Could the world get back on track and be better?

Errrr, maybe you're not from America, but Vegas and Hoover Dam could never conceivably affect the D.C. Area, they're just too far.

At any rate, assuming someone doesn't pull that 8th grade intellectual's BS attempt at 'lol i nook cuz i so dep an philosiphal.' stuff, yes. It's human nature to thrive and progress. look at how the US looked in the 1700s and compare it to the 1800s. The Great War is over 200 years ago, by now other pockets of social progress are developing elsewhere (speaking realistically)

So besides stupid writing in order to force the series to be perpetually dumb and pedantic by going 'noep, dey no not know how work dose per war macins, onli maek hoems uv scrap meetal lulz'

In the normal universe yes its possible with the massive rise of the NCR and the East Coast Brotherhood of Steel and several other factors humanity seems to be getting on track to rebuilding a proper society and civilization especially the NCR but in the Fallout universe I think its about that time where things start to go in reverse

On a more serious note America will one day become stable and civilized the mojave isn't that far away living standards aren't quite as high as they should be but it's in the ball park if there wasn't a 3 way war for hoover dam it would be pretty civilized and a good projection of the future for the rest of America.

I really wonder about the state of other countries. Are Russians wrestling radioactive bears? Are there mutated kangaroos in Australia? Eevil carnivorous pandas in China?

Define "better." The world was already recovered bu 2161, as a new civilization started to develop out of the ashes of nuclear devastation. If you mean "when it'll reach the pre-War level of development," then it's a tougher question.

Australia is known to suffer from mutated dropbears in the Post-War Fallout world.
