But if you're talking about importing stuff from ESO to SKyrim. No, thats not allowed and it's also a completely different engine.
I think it will open a floodgate of ideas & lore possibilities, since very little is known about the time period in which ESO takes place (which is why they picked it, I'm sure). On the other hand, it may also open up consistency issues and a lot of retconning.
Heh, it's not exactly what you were thinking of, but I think I was one of the first to release a TES Online inspired mod, albeit a jokey one, with the book "Goodnight Mundus", released almost a year ago - available at http://www.nexusmods.com/skyrim/mods/34673 or http://steamcommunity.com/sharedfiles/filedetails/?id=140907843.%C2%A0. I'll soon be releasing a small update to turn this (and another one of my books) into an in-game audiobook featuring the original audio voiceover from Lawrence Schick (I have permission to do so) as well as an alternate version featuring specially recorded voiceover and a new version of the Elder Scrolls theme playing in the background played by an old-fashioned musicbox.
As for your original query - I've been following progress of TES Online since announcement, and considered some of the new creatures for integration into Skyrim Immersive Creatures, for which I'm the loremeister...there are a couple of possibilities, but in general both myself and lifestorock aren't huge fans of some of the design decisions - so if any creatures make it into SIC, their designs are likely to be changed somewhat.

Models, textures and other assets are never allowed to be ported directly between Bethesda games in any case.
As for providing ideas for enemies - well, there are more than enough existing enemies from previous games in the series (either as seen in-game or referenced in game books) that the only real reason to prioritize ideas from TES Online (which many people are bound not to respect as canon) would be due to public demand, or to provide some sort of link between games to help the feeling of lore validity of TES Online.
