How could they remove a quest? explain please, I'm unfamiliar with this
For the same reason many things are in a games data but never called upon. decision not to use it, time, etc. There are a HUGE amounts of quests like this in TES games.
It is in the game data, but never finished/implemented, EVERY game has things like this.

I noticed that there was a quest about Runil in that UESP link. i really wondered about that guy, his journal is pretty interesting. any chance that someone could dig into it in the CK, to see if the quest is there?
it probably is, the better question is it intact enough to ever recover. From the page, it looks as if it does not even have any journal entries.
