How does roleplay explain that level of ignorance?

The player character is a conduit for the developers to let you know about their world. Sure, it's immersion breaking, but it's also nice to know what's going on.

Not really, unless you focus on it and overthink it a lot. it never conflicted with roleplay for me. if you dont like the dialogue choice then dont click it in the first place.

I think that it makes a pretty good template for RPing elements.

Hrafna, my Necrowarrior, for example, is born and raised in Skyrim. But was eventually taken to an Asylum in Cyrodiil after fleeing from the Orphanage.

So what's her reason for not knowing that much about the Civil War? The fact that she was stuck as a mental patient with little connection to the world's events.

My barbarian, however, was fully aware of the Civil War and needed to know nothing new about it. So he didn't ask much about it in-game unless it would lead to the NPC his/her opinion.

It could be 1 of those things that's forbidden to speak of, especially in Cyrodil, and your Dragonborn is under 25 so he was born believing that this is how it should be as it's all that he's ever known....until he comes to Skyrim and gets hit with the hard truths.

My Dragonborn is older and knows better so he sides with Ulfric even though he dislikes the man.

How long do you think it took for people in Sudan to find out that the US government had baned certain religious rights/practices of the Lakota people? Do you think they know what, When and Why about the Civil War in the U.S.?? Maybe that it happend...but the details? and not just one detail.

Well plus some people like to give you every little detail...right down to the fact that it's cold outside...as if you aren't standing their freezing your backside off listening to them.
