Falk Firebeard is missing...

I need to talk to this guy for the "the man who cried wolf" quest but he's nowhere to be found. All the youtube clips show him in the blue palace and most other internet sources more or less also. According to the game itself he should be there and even the cheatcode "movetoqt" can't find him, (says "missing parameter")...

So I put this APB out. Is this a bug? Or is he somewhere else...?

(got the refID from UESP, so if it's wrong, blame them )

He may not necessarily sleep or spend his off hours in the blue palace.
He can be found there during the "day".
Probably 9 to 5.
