Civil War and Season Unending : V

How far can I progress in the Civil War and still do Season Unending?

Could I retake all but 1 hold and still do Season Unending, or will it ask me to finish the Civil War first?

If you have 8 of the 9 holds under your control (either side), then Season Unending will not trigger.
