How do the men shave?

Just one of those things it's fun to wonder about. There are plenty of men and mer with a clean shaved face or different beard styles.

What tools do they use to do it?

Secondly, there are no mirrors so the first guess would be that they have barbers. One of those small details that should be present in the TES world.

In middle ages films its usually a sharp knife, you could also use silver trays as a mirror.

They use Mehrune's Razor, of course.

And as Sheldon Cooper once said, well-groomed vampires meet in pairs and shave each other. I assume this also applies to non-vampire folk. :P

Most likely some kind of sharpened instrument made of things like flint, stone, copper. etc. As for shaving, they probably visit a barber or get a family member/buddy/servant to help. It's silly to assume that mirrors don't exist in some form or another, though(If I remember correctly, you can find mirrors as loot in Daggerfall)--those are probably made of polished metal or other materials.

I wouldn't be surprised if straight razors are already around somewhere in Tamriel, though.

I just assume razors and maybe mirrors exist but aren't depicted in the game. Like toilets (not counting the "bucket rooms" in forts and some bandit caves"). Or somewhere to wash there clothes. Or waste.

In our world, razors have been known from the bronze age so I see no reason why they shouldn't be invented in Tamriel.

but yeah, the games don't depict a lot of things I think probablyi

Razors, plumbing (I'm sure one of the games has sewers), washtubs, newspapers full of Imperial propoganda etc. The books even confirm the existence of pigeons.
