He used his power within the republic to cause it to topple itself. His end goal was to remove the republic so he could insert his own galactic empire.

Whether it is state sponsored terrorism or not, really it depends on how exactly you define it. Personally I would say no, not directly, because the repiclic wasn't sponsoring it knowingly. Though one could argue it as indirect sponsorship, but that is getting into semantics. Its honestly a yes and no situation. There is no clear cut side to it.

sponsorship is publicly advertising a policy or product etc, so it can't really be a sponsorship and still be a secret. i think the more appropriate way to describe it is as a conspiracy.
