Hi guys, just want to ask something quick.

I've tested these 8 sacks in the imperial city market district (in front of Mystic Emporium) by putting items there, leaving the city and wait for 4 days (96 hours) and I see that they are safe from cell resetting.

But what I want to ask is - considering Imperial City being the home of thieves guild and there are many beggars there :

Are those sacks safe from NPC stealing? Can NPCs steal from public sacks/containers in general?

Because I want to use these 8 sacks for my storage as they're really close from shops and not much walk from fast travel either. I need all 8 of them because I heard there's a glitch that if you put too many items in a single container, some would disappear until you take some items out.
