How do I prepare the game for Modding and how do I play in

windowed mode?

i usaulyl liek to have games sit in middle of my screen so i can quickly go to other tabs with out a pause of waiting for computer to unblackscreen a game when its full screen

skyrim configurator on the nexus will let you customize windowed mode.

although if you're planning on using mods, its a terrible idea to alt-tab out or even run other processes at the same time as skyrim. This isn't like other games, it will freeze and crash on you.

i freeze, no recovery, if i get a pop up or notification from the desktop.

that doesnt sound fun

then how do i enable console commands and disable leveled loot so i get same loot at level 50 as i do at level 1 but make it so its giving me level 50 rewards at level 1 (on the 360 i honestly reached level 65 before starting the 1st quest just so leveled loot wouldnt give me the crappiest rewards for a single player game its stupidest system ever i hope TES 6 removes it)

Console commands should be enabled by default and I don't think it's possible to turn it off. Short of just giving yourself items using the console, I'm not aware of any commands that will change all of the leveled loot lists, but there are definitely mods at the Nexus that will do that. Just go to "Files" --> "Categories" and look under "Cheats and god items" and you'll likely find something that you'll like.
