Custom Music Playlists. Not as simple as you think?

Fist post here, kinda stumped with this situation.

So, according to the title you might have some clue of the problem i'm running into. I'm trying to play music I picked into the different categories of tracks i.e. Dungeon, Battle, so on, so on. At first I thought this was a simple process, just throw in the desired songs into the right playlist and it should integrate immediately. Problem is... nothing works.

I know the special sounds such as music for title screen, death, and success need to be renamed in order to work. But doing some research around the vast knowledge of the internet, this shouldn't be the case for anything else, but that isn't to say I haven't tried. I've poked around properties of my music and Oblivion's vanilla music, and there was only one difference. I don't know if this is what is giving me trouble but the sample rate for the vanilla music is 192kbps, while mine is the standard mp3 320. Do any of you think this is what's going on?

I'm tired of vanilla, man, so very tired.

edit: on nexus, someone said mp3s need to be converted to 128kbps. Can someone vouch for this?
