After speaking with Hardin and helping Ibsen secure the virus, I accessed the datastore and could not find anything on McNamara. On approaching Ramos, there is no option for further clearance to access the file. I completed the main quest, Still in the Dark, and am wondering if ousting McNamara is still viable. Is this the case or is there something potentially missing?

If you finished Still in the Dark, you can't change the elders, you're not missing anything. Just go on to the next quest (given by McNamara) if you haven't done it yet, or do something else.
