In the video, right when they start the dark anchor point battle, around 3:55, a colored text alert comes up in the middle of the screen notifying people that an elder scroll was captured.. Do those alerts only occur in cyridill or everywhere in tamriel?

It would be pretty cool if these events happened in the pvp areas as well as the pve areas
