There might be more around, for instance one of my mods can detect OBME and apply scripted stuff depending on its presence, or mod authors don't know they can use the requirement list to link to OBME.
For the libess library, what would be the interest of those mods? To learn what OBME does to their file and record structure?
The main problem with OBME is that it really needs an update to get rid of a few bugs, but the author is MIA. It is usable as it is, but- I just got ninja'd.
