Anyone else had this? As soon as I reached Solstheim I had blurred graphics whenever I'm outside. As soon as I go inside it clears up again, then comes back as soon as I leave a building. And nope, I'm not a vampire or anything like that.

Yeah the surroundings of the island are blurry, its supposed to be this way. i liked that effect personally.

No definitely not the ash; your character seems to have a magical effect of some kind stuck to him. Now tell us that you play on pc, so that we can help you...
Okay, first unequip everything your character is wearing and see if things get better. If not try the console command
player.dispellallspells
or
player.removeallspells
I think both work. I hope this will fix the situation. It's pretty weird though that this happen only outside. If the problem persists, post here the list of the mods you're using.
Nope, didn't work. But I found something new. It only happens in first person. It goes away in third person.

I just checked by going back to Skyrim and it was alright. There was no blurred vision back at Windhelm. I then went back to Solstheim and the blurring started again.
Maybe a mod messing around with the game that doesn't work properly in Solstheim?
Yep, sure was. It was the Unofficial Patch after all! And there I was thinking it could've been Dynavision. Just to make sure I went back to just before I went to Solstheim and took the voyage again and nope, no blurring!

I'm getting it again, but it looks to be only on the south of the island and only when it gets misty. At first I thought it was only in and around Raven Rock, because it tends to start acting up worst there, but when I fast travelled to Fort Frostmoth is was still like it. Then I noticed it was still misty and I shouted Clear Skies, only for the blurring to clear up as soon as the mist went. Funny, when I went to Raven Rock on a clear day before I didn't get any blur, but as soon as the mist came in I got that damned awful blur start up again. And ideas?
I rarely go there, but something is definitely triggering an ISM(ImageSpaceModifier) and causing it to get stuck. It's not a magic effect, so removespell remedies wont work. ISMs are screen based effects.
Perhaps if you remember what quest has plays such a wavy effect(it looks a lot like the ISM you see when you go to learn Dragonrend..but I don't remember it being that wavy.)

Actually, it looks similar to the ISM that plays when you have Vision of the Tenth Eye active for the Master Illusion quest.
I think it looks similar to the effect I get when an enemy does a power attack on me. Or maybe Whirlwind Sprint?
do you have Wet and Cold - Ashes installed? This is one of the major features of that mod.
You can turn it off in the mod's MCM
Why, actually I do! Come to think of it, "Ashes"...I'm not getting any trouble when there's snow around. Odd it should mainly be around Raven Rock though.
Ah, yes, very droll. But I first got the 360 version (pretty much identical to the PS4 version) and I wouldn't ever go back to it, mod trouble or no mod trouble. The benefits I get from the PC version far, far, far outweigh any trouble I get.
EDIT: Holy cow, that's it! I've just been watching a couple of vids about it on YouTube and that's exactly what I'm getting! So it isn't a bug after all, but rather an intentional part of the mod! I need eye protection to get rid of it? Incredible! If it's not a bug that's okay, 'cause then it gives me a new challenge, especially when I start designing my new sets of armour later on! Impressive, most impressive.
