On my way through Whiterun, I came across Braith shaking down poor Lars Battleborn. I am an Illusion Mage, so I figured, "Hey! Let's give little Lars a bit of a backbone." Up comes the Fury Spell.

Casting fury is considered hostile, as you have noticed. Courage is not hostile.
