Bretons are part elf, and they are even referred to as man-mer sometimes.
Nords are closer to pure humans then Bretons for stated reasons. They have some Mer blood.
So Bretons are preferable.
Breton's elven blood is a bit overplayed. They're human with a couple of merrish traits. Namely: an over-adapted affinity for magic.
Are you talking about ancestry, or culture? What are you looking for that makes one race of Men more "human-ish" than another to you? (And why haven't you mentioned the Redguards? I'm hurt.)
Culture, what I mean by human-ish is more violent (because we humans tend to be violent) but we can be super soft some times like depression. And oh yeah I forgot about the Redguards my bad haha xD
If you want pure violence, I'd look at the Redguards or the Nords. Bretons tend to be more bookish.
Well everyone has that in a certain capacity, but the Imperials always struck me as the more down to earth/marginally relatable race in Tamriel. Nord's literally thrive on violence and battle, and the Redguards value (This might be my headcanon talking) a sort of martial diciplin and sense of freedom. Breton nobles and mages tend to invest in more scholarly persuits, but High Rock has knightly orders aplenty, and plenty witches and what not lurking in the wilds.

Yeah, but people like to call them things like "half-elves", etc. They're human with some very distant merish ancestors. It's like saying because you're 3% Cherokee you are Cherokee.
