Creating a perk similar to Meltdown

So, I'm a huge fan of the series and within the last few months have transferred to PC gaming. I've grown to love all the mods out there.

I've been wanting to play Fallout 3 again, but felt a bit underwhelmed by the perks after playing New Vegas, especially considering I wanted to create a lightly armored energy weapons user (perhaps even wearing clothing and a fedora, going around as gangster type). The problem is, I miss perks like Light Touch and Laser Commander from New Vegas. After finding the GECK online, I realized I could somewhat re-create the New Vegas perks I wanted in Fallout 3.

After a bit of a learning curve, I figured out quite a few things. Creating a Perk like Plasma Spaz was easy and I made a couple of form lists to separate Laser Weapons and Plasma Weapons, as well as creating a list of Light Armors (which I considered anything with a weight of 20 and under), so creating Laser Commander, Light Touch and Tunnel Runner wasn't too hard. Not sure if they work yet, but I believe they will.

The problem I'm having is recreating a Meltdown like perk. The New Vegas GECK shows that the perk just as the entry point "Has Meltdown", which obviously doesn't exist in Fallout 3.

I know there's ways to create weapons that cause explosions, but is it possible to create explosions through effects so it can be part of a perk? I'm also wondering if there's a way to set a trigger that it only occurs on the target's death. I've looked through several different base effects and have tried creating a couple more, but haven't been able to figure anything out yet. I I figured the closest thing I could get to Meltdown is somehow creating an effect that creates a plasma grenade explosion (with a smaller radius) on enemy death by an energy weapon. I figured I'd try to get some insight on the forums before giving it another crack.

I think some Perks are hardcoded in the game, so not as moddable.

Have you looked at any of the Perk Mods that are currently out there? They may already have the affect your looking for. But, even if not, you can see how they made a similar effect (if they did) to what you want. This can help you make your own Perks. There are quite a few mods that add Perks, some of them are even good.

I just checked, there are 60 Perk mods at the Nexus, one of them has to have what you are looking for.
