For the people that don't want to compile the .dll themselves, Phinix has compiled the patch, added a few improvements and a nice readme - http://www.nexusmods.com/skyrim/mods/24235/? The file is in the optional category, "Memory Allocation Patch". Right now Phinix has taken the file down and is waiting for an explicit permission from the SKSE team to upload it publicly. The patch is included in the newest SKSE alpha.

The patch doesn't require anything else than SKSE (there's also a non-SKSE version now), but you shouldn't expect it to fix everything without ENBoost's own memory booster (you might still get crashes, YMMV). It will still help if you refuse to use ENBoost.

To clear up misinformation:

ENBoost is a part of ENB, not a separate mod.

BUT! You absolutely CAN use ENB with only ENBoost enabled, without ANY of the graphics changes and the FPS loss that comes with them. ENBoost is as important as this fix, if not more. The whole reason sheson developed this patch is the fact that ENBoost still wasn't enough.

This mod can probably replace Safety Load, although it doesn't do the same thing - you shouldn't need Safety Load anymore with this fix. Try to use it without Safety Load, because Safety Load can possibly cause crashes.

READ THE READMES, because the installation process is a bit different from other mods. It's not a simple SKSE plugin.

This won't fix crashes caused by buggy mods or a messy load order!

UPDATE: A non-SKSE version of the patch has been released - http://www.nexusmods.com/skyrim/mods/50305/?

Pretty much all the reports are saying that it works just as fine, so it's a good alternative if you don't want to mess with SKSE's files.
